The concept of a Manager, his or her appointment and dismissal are included in Title 2 of the Statutes of the University of Almeria about the government of the University. Particularly Chapter 3, of the unipersonal general agencies, in its 4th section, establishes:
Article 57. Concepts
The Manager is responsible for the organization and management of the administrative and economic services of the University, following the directives of its governing agencies.
Article 58. Appointment and Dismissal
1. The Manager is decided and appointed by the Rector in agreement with the Social Council. The Manager is in charge full time of the functions of his or her role and may not perform teaching functions.
2. For appointing the Manager, the Rector will transmit the name of the proposed person to the Social Council for its conformity, which shall be taken as granted if after one month, counted from its transmittal to the Secretariat of the Social Council, no explicit reply has been produced. In the event of the proposal being rejected, it shall require a resolution by the Social Council explaining the motives, adopted by the quorum of its members.
3. The Manager may be dismissed by his or her own request, by request of the Rector having consulted the Social Council, or at the end of the term of office of the Rector who appointed him or her.
4. In case of delay of the above, the Rector may provisionally assume the functions of Manager or delegate them on a Vicerector. This situation may not extend beyond three months.
Therefore, the Management of the University is in charge of the administration of administrative and economic resources of the University, that is:
SPECIFIC FUNCTIONS OF MANAGEMENT
Title II of the University Statutes about the government of the University, in its Chapter III and section 4, also defines the functions of the Manager, which are:
Article 59. Functions of the Manager
The Manager has the following functions, without outruling those ascribed by other agencies:
a) Perform as Director of administration and services personnel, by delegation of the Rector.
b) Organize the administrative and economic services and coordinate the administration of the rest of services of the University for its adequate functioning, and of the rest of government agencies in their functions.
c) Control the management of income and expenditure included in the budget of the University, supervising the fulfilment of forecasts.
d) Prepare and update the inventory of assets and rights which compose the estate of the University.
e) By delegation of the Rector, enforce the decisions of the Governing Council in his or her sphere of functions.
f) Prepare the budget project, the several years planning and the annual accounts, under the direction of the Rector.
g) Report to the appropriate University governing agencies about the enforcement of the budgets.
h) Fulfil as many functions conferred upon him or her by the Rector, in the current Statutes and in the regulations dictated for their development.
